ИРАНЫ ЦӨМИЙН ХӨТӨЛБӨРИЙН АСУУДЛААРХ ХЭЛЭЛЦЭЭ ЭХЭЛЛЭЭ

БНХАУ-ын нийслэл Бээжин хотноо Иран, ОХУ-ын төлөөлөгчид айлчилж Тегераны цөмийн хөтөлбөрийн асуудлаар хэлэлцээ хийж байна. Ираны цөмийн асуудлаарх хэлэлцээнд БНХАУ-ын гадаад харилцааны дэд сайд Ма Жаосю, ОХУ-ын гадаад харилцааны дэд сайд Сергей Рябков, Ираны Гадаад харилцааны дэд сайд Казем Гарибабади нар оролцож байна.

2015 онд байгуулсан Ираны цөмийн хэлэлцээрийн хугацаа дуусаж байна. НҮБ-ын Аюулгүйн Зөвлөлийн байнгын гишүүн 5 орон  (АНУ, Их Британи, Франц, ОХУ, Хятад) болон Герман улс 2015 оны долоодугаар сард Ираны цөмийн хөтөлбөрийн асуудлаар тохиролцоонд хүрч, "Үйл ажиллагааны хамтарсан цогц төлөвлөгөө" буюу Ираны цөмийн хэлэлцээрийг байгуулсан байдаг. Харин 2018 онд АНУ-ын Ерөнхийлөгч Дональд Трамп Б.Обамагийн үед байгуулсан уг гэрээнээс АНУ-ыг гаргасан байдаг. Ингээд АНУ Иран улсад тавих хоригуудаа эргэн сэргээсэн юм. Ираны хувьд АНУ-ын хориг арга хэмжээнүүдээс үүдэн цөмийн гэрээгээ зөрчиж эхэлсэн байна. Ираны цөмийн хөтөлбөрийг хязгаарлах уг гэрээ албан ёсоор хүчингүй болоогүй ч 2018 онд АНУ энэ гэрээнээс гарснаар үндсэндээ хэрэгжих боломжгүй болсон юм. Харин гэрээнд заасан хугацаа энэ онд дуусаж байгаа бөгөөд энэ жилийн хувьд БНХАУ зуучлан цөмийн хөтөлбөрийн сунгах асуудлаар ийнхүү хэлэлцээ хийх болсон юм. Энэхүү гэрээний үндсэн заалтууд нь:

БНХАУ-ын дипломат зуучлал хийж байгаа үйлдлийг “өөрийн ашиг сонирхол, нөлөөллийг нэмэгдүүлж буй үйлдэл” гэж Вашингтон дахь Карнегигийн Олон улсын энх тайвны сангийн ахлах ажилтан Тонг Жао онцолсон юм. Мөн ОХУ Иран хоёрыг оролцуулснаар дэлхийн асуудлыг шийдэхэд барууны улс орнуудын оролцоо байхгүй гэдгийг харуулахыг зорьсон гэж зарим шинжээчид харж байна.
