Хууль зүйн байнгын хорооны хуралдааны үеэр УИХ-ын гишүүн Ж.Алдаржавхлан сонсголыг 2 үе шаттай явуулах тухай санал гаргалаа. Тэрбээр “Бид нар өмнө нь “Нүүрсний сонсгол” гэж хийгээд Монгол орон даяар бөөн шуугиан дэгдээсэн. Саяхан “Ногоон автобус”-ны сонсгол мөн “Эрүүдэн шүүлт”-ийн сонсголыг хийсэн. Цаашид хуульд өөрчлөлт оруулж энэ сонсголуудыг хоёр үе шаттай хийх санал байна.

Эхлээд хяналтын сонсголоо хийгээд жилийн дараа “Үр дүнгийн сонсгол” хиймээр байна. Эс бөгөөс ямар ажил хийгдсэн нь тодорхойгүй, олон хүмүүс зовлонгоо ярьж байгаад явдаг, ямар ч үр дүнгүй болсоор байна. “Бид нар энд ирж олон удаа ярьсан, ерөөсөө шийдэгдэхгүй байна” гэж сонсголд орсон хүн ярьж байна. Бид нар сонсоод л явах биш тэр асуудлуудыг яаж шийдсэн, хэнд хариуцлага хүлээлгэсэн бэ? гэдгийг сонсох “үр дүнгийн сонсгол”-ыг хийдэг болох хэрэгтэй. Манай нийгэмд “яаж хариуцлагаас бултах вэ” гэдэг ажил их явдаг учраас үүний үр дүнг заавал үздэг байх шаардлагатай.

Мөн ХЭҮК гэж шүдгүй байгууллага байна. 100 гаруй хүний бүтэц, орон тоотой том байгууллага. Гэтэл тэдэнд ямар ч шийдвэр гаргах эрх алга. Харин ХЭҮК-ын тухайд эрүүдэн шүүхийн асуудал эрхэлсэн гишүүн нь бие даасан байгууллага болгоно гээд их буруу ажиллаж байгаа юм билээ. Сүүлдээ хяналт шалгалт руу орж байна. Үүнийг шийдэж, ХЭҮК-ыг нэгдмэл нэг байгууллага болгохгүй бол энэ асуудал цэгцрэхгүй” гэв.
