Баянгол дүүргийн 11 дүгээр хороонд байрлах Монголын Үндэсний их сургууль нь үндсэн барилгынхаа зүүн талд зөвшөөрөлгүй дөрвөн давхар карказ босгон, ойр орчмын оршин суугчдын орц, гарцыг хаажээ. Уг зөрчлийг арилгуулахаар нийслэлийн Хяналт шалгалтын газраас барилгын ажлыг зогсоох шаардах хуудас хүргүүлж, холбогдох албаны хүмүүс тухайн байршилд ажиллалаа.

 

 

Энэ үеэр нийслэлийн Хяналт шалгалтын газрын дарга С.Энхбаяр “МҮИС холбогдох эрх бүхий байгууллагын зураг төсөл болон барилгын ажлын зөвшөөрөлгүйгээр үндсэн барилгынхаа хажууд өөр нэг барилга барьж байна. Тус барилгын ойр орчимд иргэд, ялангуяа тухайн сургуулийн оюутан, сурагчдын чөлөөтэй, аюулгүй зорчих боломжийг хангаагүй. Тиймээс нийслэлийн Хяналт шалгалтын газраас албан даалгавар өгч, торгуулийн арга хэмжээ авсан. Барилгын ажлыг зогсоох шаардлага хүргүүлсэн. Гэсэн хэдий ч үүргээ биелүүлэхгүй байгаа тул ажлыг албадан зогсоох шүүхийн шийдвэр хүртэл гарлаа. Өнөөдөр ч гэсэн барилгын ажил зогсоогүй, орчны аюулгүй байдлыг хангаж иргэдийг чөлөөтэй зорчих нөхцөлөөр хангаагүй, барилгын хог хаягдлуудыг замбараагүй хаясан зэрэг нь хэвээрээ байна. Мөн сургууль болон компанийн удирдлагуудыг дуудахад ирээгүй. Тиймээс байнгын хяналт тавьж зөрчлийг арилгахгүй бол иргэдийн аюулгүй байдал алдагдах өндөр эрсдэлтэй байна” гэдгийг хэллээ.

 

 

Монголын Үндэсний их сургууль болон түүний харьяа дунд сургуулийн ойр орчимд эвдэрч сэтэрсэн төмөр хашаа, нурах дөхсөн блокон хашаа, овоолсон хог хаягдлууд гээд замбараагүй байдал үүссэн. Дунд сургуулийн орох хаалганы шат стандартын дагуу хийгдээгүй өвөл хүүхдүүд хальтарч унаж болзошгүй нөхцөл байдлуудтай байгаа юм.

 

 

НХШГ-ын Барилгын стандарт, аюулгүй байдлын хяналтын хэлтсийн ахлах мэргэжилтэн З.Ганбат “Иргэн Хонгорзулын захиалгатай номын сангийн барилга гэх уг зөвшөөрөлгүй барилга нь хот төлөвлөлтийн олон норм, дүрмийг зөрчсөн. Тухайлбал, барилга хоорондын зай, орц гарцыг хангаагүй, гал тусгаарлах зайгүй буюу галын шуурхай дуудлагын машин нэвтэрч орж ажиллагаа явуулах боломжгүйгээр зөвшөөрөлгүй барилга угсралтын ажил гүйцэтгэж, хууль хяналтын байгууллагаас тавьсан шаардлагыг биелүүлэхгүй байна. Аливаа аж ахуйн нэгж орчныхоо 50 метр газрын цэвэрлэгээ, үйлчилгээ, тохижилтыг хариуцахаар НИТХ-ын тогтоолоор журамласан байдаг. Монголын Үндэсний их сургуулийн хувьд энэ үүргээ удаа дараа биелүүлдэггүй” гэсэн юм.

 

 

Уг зөвшөөрөлгүй барилгын улмаас гурван айлын орц, гарц хаагдаж, иргэд чөлөөтэй нэвтрэх боломжгүй болсон. Тиймээс барилгын үйл ажиллагааг зогсоож, удирдлагууд нь улсын байцаагчийн албан даалгаврыг яаралтай биелүүлэхийг холбогдох албаны хүмүүс шаардлаа.
