Монгол Улсын Их Хурлын дарга С.Бямбацогт өнөөдөр “Монголын банк бус санхүүгийн байгууллагуудын холбоо”-ны Удирдах зөвлөлийн гишүүдтэй уулзаж, зээлийн хүүг бууруулах, зээлийн хүртээмжийг нэмэгдүүлэх гарц, шийдлийн талаар санал солилцлоо. “Монголын банк бус санхүүгийн байгууллагуудын холбоо”-ны Удирдах зөвлөлийн гишүүд Улсын Их Хурлын даргатай уулзахдаа, хууль, эрх зүйн бодлогын зарим асуудлуудыг шийдсэнээр зээлийн хүүг чөлөөт зах зээлийн өрсөлдөөнөөр бууруулах боломжтой гэж үзэж байгаагаа хэллээ.

Монголын банк бус санхүүгийн салбар нь санхүүгийн зах зээлд бичил, жижиг бизнес эрхлэгчид, тэр дундаа банкны шалгуурыг төдийлөн хангадаггүй иргэд, аж ахуй нэгжүүдэд санхүүгийн үйлчилгээг хүргэж иржээ. Давхардсан тоогоор 4.1 сая харилцагчид хүрч үйлчлэн 7000 гаруй ажилтантайгаар үйл ажиллагаа явуулж байгаа аж. Өөрөөр хэлбэл хэрэглээний зээл хумигдаж, арилжааны банкны шалгуурт хүрч чадахгүй байгаа иргэд санхүүгийн тулгамдсан асуудлаа шийдэхийн тулд жилийн 48 хувийн хүүтэй финтек зээлийг авч байна гэсэн үг юм.

Монголын банк бус санхүүгийн байгууллага төрийн бус байгууллагын зүгээс “Аж ахуйн нэгжийн албан татварын тухай” хуулийн 20.2.6-д “...банкны гадаад, дотоодын эх үүсвэрээс татсан зээл, өрийн хэрэгслийн хүүгийн орлогод 5 хувиар” гэж заасан нь зөвхөн банкны салбарт үйлчлэх тухайлсан зохицуулалт бөгөөд санхүүгийн салбарын оролцогчдод хамаардаггүй. Энэ нь ББСБ-ууд олон улсын төсөл хөтөлбөрийн хүрээнд томоохон санхүүжилтүүд татдаг боловч тухайн зээлийн хүүнд нэмж 20 хүртэлх хувийн (банкнаас 4 дахин өндөр) татвар төлснөөр зээлийн хүүгийн өртөг нэмэгдэх, өрсөлдөх чадваргүй болох томоохон шалтгаан болж байна гэж тайлбарлаж байлаа.Үүнээс гадна Монголбанкны Своп хэлцэлд зөвхөн банкнууд бус санхүүгийн бусад байгууллагууд шууд оролцох боломжгүй байгаа нь олон улсын санхүүгийн байгууллагуудын санхүүжилтээр татсан мөнгөн хөрөнгөндөө валютын ханшийн эрсдэлийг бууруулах боломжгүй нөхцөлийг бий болгодог зэрэг асуудлуудыг хөндлөө.
